Code Review
This pull request upgrades uv and ruff across the repository. The changes are mostly straightforward version bumps in various pyproject.toml files and the .pre-commit-config.yaml. A conditional dependency on cachebox has been introduced to work around a packaging issue for Python 3.9, which is a good solution. I've suggested a small improvement to the comment explaining this workaround to make it clearer for future maintenance.
